Secretary Brooks,

I write to open a direct, results-oriented dialogue between the Federative Republic of Brazil and the United States on trade facilitation and large-scale procurement. Following Minister Belchor’s exchange with the Secretary Addams, my Ministry will coordinate the commercial track so that our companies and agencies can move swiftly from intent to signed orders.

Brazil is undertaking a comprehensive force build-up and parallel industrial push. We seek a clear, consolidated view from your side on availability, indicative pricing, earliest delivery windows, training and sustainment, and (where feasible) licensing/local participation in Brazil. We are open to government-to-government sales, direct commercial sales, and export via qualified third-country licensees, with standard end-use assurances.

For efficiency, allow me to share our initial priorities. We would value receiving, in return, an initial set of indicative terms (availability, price bands, delivery timelines, training/support concepts) for each line:

- Stingray Light Tank - 200 units.
- M113A3 APC - 150 units.
- M1064 Mortar Carrier - 35 units.
- Cougar 4x4 MRAP - 2400 units.
- M270 MLRS - 90 units.
- RQ-7 UAV - 195 units.
- RQ-11 UAV - 400 units.
- AN/TWQ-1 Avenger - 250 units.

All them are related to land based units. We are still working in our future renovation for the Air Force, started with the recent acquisition of 80 x F-16 C/D Block 52, so when this order is signed we will have the next batch for the air force upgrade.

We would be very interested in acquiring the rights to build locally as much of these vehicles as possible, making it easier to transport and build them and boosting our local industry, although we understand the possible reluctance that may arise due to limitations in terms of sharing technology.
