Central Ministries (中樞部)
Each ministry is headed by a Minister (尚書) and supported by Vice Ministers (次官), and is answerable directly to the Empress and the Grand Chancellor.​

Ministry of Heavenly Defense (天衛部): Oversees all branches of the Imperial Armed Forces; defense strategy, military R&D, and national conscription.
Ministry of Civil Harmony (民和部): Handles population registry, public welfare, disaster relief, and local governance.
Ministry of the Treasury (太庫部): Manages taxation, budgeting, and fiscal policy. Oversees Imperial Mint and State Bank.
Ministry of Commerce and Guilds (商工部): Regulates trade, industry, foreign investment, and economic zones. Maintains relations with guilds and trade unions.
Ministry of Rites and Cultural Enlightenment (禮文部): Oversees religious institutions, ancestral rites, arts, literature, and cultural heritage. Supports harmony among the Three Teachings (Confucianism, Buddhism, Taoism).
Ministry of the Grand Examiner (太學部): Regulates the Imperial Examination system, national curriculum, universities, and scholarly institutions.
Ministry of Justice and Moral Rectitude (法禮部): Manages the court system, oversees law enforcement, anti-corruption, and moral enforcement based on Confucian legalist principles.
Ministry of Internal Harmony (內治部): Handles domestic security, surveillance, public order, and counterterrorism.
Ministry of Health and Vital Energies (保生部): Oversees hospitals, medical policy, public health, and traditional medicine.
Ministry of the Jade Road (璇道部): Handles roads, railways, infrastructure, urban development, and the Imperial Capital Commission.
Ministry of Agricultural Prosperity (農豐部): Manages food security, farming, water management, and rural revitalization.
Ministry of Technological Ascension (昇機部): Guides scientific development, AI, space exploration, and cyber policy.
Ministry of the Outer Realms (外政部): Oversees diplomacy, foreign treaties, embassies, and relations with other realms and powers.
Ministry of the Imperial Household (內廷部): Manages the personal affairs, staff, palaces, and properties of the Empress and Imperial Family. Ceremonial and security matters.

Imperial Censorate (御史臺): Anti-corruption agency; audits government conduct and integrity.
Imperial Development Commission (天策院): National planning, economic strategy, and infrastructure megaprojects.
Council for the Preservation of Harmony (和理院): Oversees ethnic and religious relations, manages the affairs of Autonomous Realms.
Board of Astral Observance (觀星監): Monitors environmental policy, climate initiatives, and astronomy.
Imperial Intelligence Directorate (玄察司): Intelligence gathering, counterespionage, foreign threat analysis. Reports directly to the Empress.
