Your Excellency,
On behalf of President Jean-Luc Moreau and the Government of the French Republic, I extend respectful greetings to the Government and people of Ukraine. France recognizes Ukraine as a sovereign European nation of strategic depth, industrial capacity, and historic resilience. In a continent shaped by transformation and renewed institutional responsibility, France believes that structured bilateral engagement between our nations can contribute meaningfully to long-term European stability and prosperity.
The French Republic therefore proposes the opening of a formal bilateral strategic dialogue focused on economic modernization, industrial cooperation, and infrastructure development. Our intention is not directed against any third party, nor framed within bloc dynamics. Rather, France seeks to strengthen sovereign capacity, economic resilience, and institutional cooperation within Europe through constructive partnership. We propose initial consultations between designated representatives of our respective ministries to define priority sectors and establish a framework for sustained engagement.
France approaches this initiative in good faith, with full respect for Ukraine’s sovereignty and strategic autonomy.
