Cabinet Minutes 01 June 2023

Jerusalem:
Prime Minister Ariel Sharom informed the Cabinet that he had emailed the American Secretary of State requesting his assistance in America recognising Jerusalem as the capital of Israel. He had not yet received a reply, however he was confident of American support, considering their strong relations in the past. The Cabinet unanimously agreed to take any means necessary to convince the world of the real Israeli capital.


West Bank:
Minister for Internal Security Eli Yishai raised the matter of the West Bank. He was concerned of potential terror attacks from the West Bank, as there was inadequate security and inconsistent border posts. Defence Minister Benjamin Ben-Eliezer proposed a military operation to clear the West Bank of terrorists and other radicals. The Prime Minister suggested that this may be detrimental to international support of Israel, but Eli Yishai strongly backed the proposal. It was agreed to move Israeli military forces to the border within the next few months, while diplomatic channels were pursued.]

Military:
Benjamin Ben-Eliezer updated the Cabinet on the modernisation of the military. He said that within a few months he expected a force of some 60,000 soldiers in total throughout the IDF. The military was also being equipped with modern technology, backed by a strong Israeli military industry. It was agreed to continue defence procurement and all the resources of Israel were placed at the disposal of the militiary.

Miscellaneous:
Transport Minister Avigdor Lieberman updated the Cabinet on various plans for the modernisation of the Israeli road network. Religious Affairs Minister Shlomo Benizri shared his proposals for the peaceful co-existence of all religious groups in Israel, but this was rejected in favour of tougher measures to protect Jews and non-religious citizens.

The Cabinet adjourned with all matters having been resolved. No outstanding issues to be moved to the next meeting.

Submission to the Prime Minister on Operation Masada

Prime Minister,

Our present plan is as follows:

  1. At a convenient time, a bus carrying explosives will reach a border checkpoint from Palestine. The guards there will be inexperienced and allow the bus to pass the checkpoint. This bus will be driven and guarded by Mossad operatives.
  2. After the bus reaches the Israeli side, the operatives will step out of the bus and disappear. The bus itself will be around 100ft away from the checkpoint. At a convenient time, such as when there is a medium to high level of civillian density, the explosives will be detonated remotely.
  3. We expect casualties of around one hundred. After the explosion, and when a bystander has called the emergency services, we shall respond as quickly as possible, so as to show the resilience of the Israeli military.
  4. Similar attacks- explosions in vehicles- may be carried out on a nearby military hospital. This is because military hospitals can easily be vacated for a day with a plausible reason- military exercises, for instance- and it will give us an excuse to delay medical assistance. However, Israeli citizens will be prioritised in the medical response and air ambulances may be called.
  5. Furthermore, immediately afterwards we may prepare an incursion into the West Bank by police, on the pretence of looking for a suspect which they believed had fled. This can be backed up by military force if the Palestinians resist.
  6. We are at present preparing statements to release after the attack has been reported. We also have profiles on various Palestinian terrorists which we may accuse of carrying out the attack- people operating near the border, people with explosives experience, and so on. Our operatives will be vaguely similar to those people; however it is unlikely anybody will remember what the 'terrorists' looked like. The bus will, of course, be destroyed in the explosion, and there will be minimal evidence.

Collateral damage is, of course, expected to be high. We shall make provision to minimise Israeli deaths, and especially Jewish deaths. Tourists are useful collateral as they allow the international community to support us.

This is entirely by the Ministry of Internal Security on Masada itself. The response and so on will be left to the Ministry of Defence.
