| PROJECT INFORMATION | In response to the decision by the National Security Council to tackle systemic challenges in the national security apparatus, this is a part of the series of programs aimed at improving national security governance and policy making. This ambitious initiative focuses on revitalizing three pivotal entities the National Intelligence Organization (MIT), the Military Intelligence Directorate (AKGB), and the Gendarmerie Intelligence Department (JITEM). Financing: Securing the necessary funds for this monumental undertaking is of utmost importance. A detailed financial strategy is devised, incorporating government allocations, strategic partnerships, and discreet financial mechanisms. A dedicated budget is allocated for the project, covering recruitment, training, technology acquisition, and ongoing operational expenses. System Overhaul: The cornerstone of this project is a overhaul of the existing intelligence systems. Technological advancements take precedence, ensuring cutting-edge surveillance, communication interception, and data analysis capabilities. Cybersecurity measures are fortified to counter emerging threats in the digital realm. Human resources undergo an intensive training regimen, with a particular focus on adaptability, linguistic proficiency, and analytical prowess. In addition, renewed efforts will be given to penetrating Kurdish terror cells, Syrian dissidence, and Greece to better understand their current capabilities, and exploit them in the interest of Türkiye. Operational Activities: The operational phase strategically considers geopolitical dynamics and the evolving global landscape. Coordinated efforts are made to expand intelligence networks, both domestically and internationally. Operating under the industry standards in the intelligence community, agents are deployed to gather vital intelligence on political, economic, and military developments. Special emphasis is placed on counterintelligence operations to safeguard against potential leaks and breaches. International Collaboration: This project will work towards restoring the collaboration between Turkish intelligence agencies and friendly nations and international organizations. Monitoring and Evaluation: A robust monitoring and evaluation framework is set to be instituted to continually assessed by the Select Committee on National Intelligence. Their goal is to understand whether the intelligence apparatus is capable of protecting Türkiye's national security and penetrating foreign threats. There will be an increased emphasis on the successful thwarting of potential threats, and the overall adaptability of the revitalized intelligence apparatus. As the agencies within the project undergo a transformation, the success of this venture ultimately hinges on their ability to navigate the changing landscape of global intelligence while safeguarding the interests of the Republic. Under Government Resolution No. 103 of November 18, 2008, financing has been allocated to oversee the comprehensive revitalization of Türkiye's intelligence apparatus under the National Security Apparatus reform package. Türkiye's covert operations center will continue to oversee ongoing operations, including counterintelligence projects aimed at safeguarding the nation's security interests." |
