We are the Republic Thai Navy Coast Guard Maritime Service Public Relations Team.

We are reaching out to your newspaper, Le Monde, which has been internationally recognized as a neutral political newspaper. We are offering an exclusive opportunity for the Le Monde Editorial Team to report and expand its coverage in Southeast Asia. The Republic of Thailand, which is quite a controversial country to the West, has been conducting Operation Guardian Harmony patrolling missions in Southeast Asia for about a month now. This operation is unique not just because of its size but because of the widespread endorsement of the Southeast Asian nation and its substantial contribution to the safe regional maritime environment.

We believe that Le Monde, as a neutral newspaper amidst the elite mainstream media, is in a distinctive position to provide an impartial perspective on this Operation. Thailand, although not much of a contentious topic in the Far East, is a very controversial topic in the West, especially in Europe and the United States. First of all, please let me express my appreciation for your kind words and your recognition of Le Monde as both a newspaper of note and a source of neutral reporting. The goal of Le Monde since its inception has always been and remains to report the news fairly and without any bias. Regardless of whomever may like or dislike our findings. This is also why we have always sought to report fairly on South-East Asia despite how some in Europe and North America may feel about the Republic of Thailand and other regional powers.

We have reported on recent Thai military developments and the ability for our reporters to gain direct access to and witness Operation Guardian Harmony would be an invaluable source of news that we will gladly accept.

I definitely agree that Thailand suffers from a PR problem currently and that it can easily be resolved by greater transparency.

With your agreement we would like to send a team to Thailand, including camera operators and two reporters to investigate both on shore and at sea how the Operation is going. We would be able to send our South-East Asia specialists as soon as the end of this week.

We, the Public Relations Team, gladly appreciate your acceptance of our offer. Your newspaper's reputation for being a neutral ground for geopolitical sources has already been outstanding. We have gone through your recent publication, and we are now more than optimistic that Le Monde is indeed the only active impartial news source that could be found elsewhere in the world. We have received a mention from the Republic of Thai Navy Headquarters that they are impressed by the conciseness and precision of your report and study.

We want to suggest that the Le Monde team travel to the U-Tapao International Airport, which is only 24 minutes away from the Republic Thai Navy Sattahip Naval Base, the biggest naval facility in Thailand and Southeast Asia. The base has recently surpassed the Singaporean Changi Naval Base a few years ago after the acquisition of the Tao Mo Island and Koh Phra (Island) by the Thai Navy. Sattahip Navy Base can house many committed vessels, more than 60 of our are based there and still have plenty of area. Regarding travel, the Republic of Thailand has robust public transportation, and you can find the Navy liaison office in the airport to request transportation as a journalist. We would like to have detailed information about the Le Monde team so that we can provide all the necessary documents to you before you travel to Thailand. We will also liaise with the Foreign Ministry to grant you journalist visas to operate in Thailand.

We also want to know if the Le Monde team would be willing to stay at the accommodation of the Sattahip Naval Base. The Thai Navy invested $137,950,000 last year to establish the research facilities of the Thai Navy including a modern dockyard across the mainland and two islands.
