The Supreme Court is the highest court and ultimate court of appeal in the United States. The rulings of the Supreme Court cannot be overturned or overruled unless done so by the Supreme Court itself, or by an amendment to the Constitution. The Supreme Court regularly hears cases over constitutional matters and matters of significant importance to the Federal Government and between state governments. The Chief Justice and associate justices of the court must be nominated by the President and confirmed by the Senate; once confirmed, they enjoy a lifetime appointment unless they resign, are impeached and convicted, or die. The court meets at the Supreme Court Building in Washington D.C. and is expected to be impartial and apolitical - a long-standing tradition is that the members of the court attend the President's regular state of the union addresses to joint sessions of congress, but that they do not show approval or disapproval of any remarks.

"The judicial Power of the United States, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office."

The Chief Justice of The United States is the presiding chief judge of the Supreme Court and is the highest ranking judicial official in the United States federal judiciary. The Chief Justice is a functional voting member of the Supreme Court, but he also has additional duties such as swearing in the President and Vice President at inauguration, and presiding over federal impeachment trials in the Senate. Chief Justice Thomas is the only member of the Supreme Court who was appointed by President George H. W. Bush (all others were appointed by President Al Gore after the attack on the United States Capitol in 1997).

"The Senate shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the United States is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present."
