Defense Minister Moreau,

The Ministry of Defense of the Republic of Thailand extends its greetings to the Ministry of Defense of the French Empire. We are writing to inform you of a recent update to the overseas deployment policy of the Republic Thai Armed Forces. This decision follows deliberations within the National Security Council, which reviewed the necessity of maintaining a large-scale overseas military presence. In line with the consensus of the Thai government and the results of our national referendum, the Republic Thai Armed Forces will be undergoing a significant reduction in its active deployments around the world. This shift will result in Thailand relinquishing its position as the nation with the largest overseas military presence.

In facilitating this shift in our global military presence, we are exploring potential support from partner nations. We would be grateful if the French Ministry of Defense could consider offering access to Brest Arsenal for a resupply operation involving our four fleet light carriers and their supporting frigates, submarines, and replenishment tankers. We fully acknowledge the scale of this request and are committed to collaborating closely with your Ministry to ensure efficient coordination, minimize maritime traffic congestion, and prevent bottlenecks.

The Thai Ministry of Defense values the strong partnership between our nations and looks forward to your considered response.

Her Imperial Majesty and my own Office have taken note of recent Thai strategic rebalancing, and we understand entirely. While as an allied power we are more than happy to aid in the resupply operation of your forces, it is my belief that there is much to be discussed between the Republic of Thailand and the Empire of France concerning our shared global interests and how we may be able to complement each other's efforts more directly.

Due to the nature of some of these proposals I would like to request a high level representative from the Thai government authorized to make far-reaching agreements with my own Office. Topics for discussion include mutual defence, technology exchanges and far-reaching high level military cooperation reflective of the current state of Franco-Thai relations.

It is my hope that your government will agree to this invitation and meet with myself, and the Empress at Versailles.

With the confirmation of the Thai intent to accept the invitation the required details were redirected to the relevant Ministries and agencies responsible for making the visit go smoothly. Upon entering French airspace over the Mediterranean two Dassault Rafales from the Metropolitant Rapid Respons Squadron would escort the Thai jet on the final leg of its journey. Once close enough for Paris Air Traffic Control to take over from Metropolitant Air Traffic Control the plane would be directed to land at Charles de Gaulle International Airport where a runway had been cleared for its use. After landing the Thai delegation would be welcomed by a group from the Ministry of Europe and Foreign Affairs before being escorted by the Azure Guard to Versailles. Once at the Palace the delegation would be escorted inside where the Empress and Duchess Moreau were already waiting.

The Thai delegation would land at the Charles de Gaulle International Airport after being escorted by the French aircrafts. The Thai Director-General of European Affairs and Minister of Defense would greet the French officials from the Ministry of Europe and Foreign Affairs as they arrived. They would travel to meet the Empress and French Defense Minister per the instruction of the French counterparts.

Once inside the palace the Thai delegation would almost certainly take note of the centuries worth of European and global art and artifacts assembled on its premises. Escorted by the Azure Guard the two would be further guided to the Cabinet Room, a room as the name suggested usually reserved for the Empress to meet with (members of) her Cabinet. "Director-General, Minister, welcome to the Empire of France" Thérèse would approach them with an unusual friendly tone for diplomatic dialogue. "I am glad you were able to make it here this quickly"

Director-General Panthipha and Minister Sutin strolled through the halls of Versailles, soaking in the weight of centuries of history. As they entered the Cabinet Room, the presence of the French Empress Thérèse, resplendent in her beauty and meticulously styled hair, commanded their attention. Both Panthipha and Sutin observed the formalities, eager to convey their respect to the esteemed monarch. Panthipha spoke first, addressing the empress with reverence. "Your Imperial Majesty, we are deeply honored to be received by you. My department has diligently prepared for a high-level discussion with Germany, and we stand ready to allocate our resources to facilitate this meeting," she concluded, offering a respectful nod. Sutin followed suit, his tone calm and composed. "Your Imperial Majesty, it is a privilege to meet with you. As the Defense Minister of Thailand, I am here to represent the defense policies of the Republic Government," he stated with a measured demeanor.

Thérèse nodded in appreciation as both introduced themselves. "I appreciate all the work you have done in preparation for today as well as what Thailand has done for France in general. I am sure you both know Duchess Moreau who will likewise be here to more specifically argue from the Military's perspective" She said, referring to the woman to her side. Once introductions were done all would take a seat at the table while aides offered refreshments. "There are multiple reasons we have requested this meeting here today. First of all, in reocgnition of the close working relationship that has come from our existing ties it appears clear that France and Thailand are natural allies. We would like to formalize this reality by upgrading our agreement to a full mutual defence arrangement along with tariff free trade and free transit of people, goods and services. Furthermore, we have become aware of Thailand's significant industrial capability whereas France as you know has access to superior military technology. As we do not yet have the means to produce this equipment we would like to propose an agreement where France gives Thailand access to its designs and in turn Thailand is allowed to produce these freely for its own use while producing a number as payment for the technology exchange." She continued before Léa would take over.

"Specifically our designers have recently completed work on the European Multi-Mission Frigate or FREMM. This design if constructed would be the most advanced anti-air, anti-submarine and general purpose ship in existence. We would be willing to give Thailand its design as well as the complementary Horizon Class and our in progress Missile de croisière d'attaque terrestre or MdCdA, a 2,000km range naval-launched cruise missile that can operate from surface vessels and submarines. In return we would request Thai shipyards to produce 20 FREMMs for us. This license would be into perpetuity and thus allow Thailand to produce as many vessels and missiles as it wants, as long as they aren't sold to any third party without permission from my Ministry"

"Your Imperial Majesty, Thailand deeply values the esteemed regard bestowed upon us by the French nation as a natural ally. As the Director-General of European Affairs, I assure you that Thailand reciprocates this sentiment wholeheartedly. Your proposed agreement carries significant weight, and we are committed to approaching it with the utmost seriousness. However, considering our relatively nascent diplomatic relationship of just one year, I respectfully request the opportunity for Defense Minister Sutin and myself to remain in Paris for a few days. This will allow us to engage in meaningful dialogue with the French Government. Please understand that our response does not signify any reluctance on Thailand's part; indeed, we are eager to support a mutual defense agreement with France. Thailand already pledges to safeguard the independence of the Empire of France, treating any attack on France as an attack on our own soil. However, as a nation founded on principles of grassroots participation, we seek additional time to thoroughly explore this agreement at the cabinet level with France." With a nod of contemplation, Panthipha he paused before continuing.

“Regarding the proposed mutual defense pact, Thailand respectfully requests a meeting between Defense Minister Sutin and myself with the cabinet of the French Empire. Such a significant commitment necessitates not only the assurance of safeguarding each other's interests but also a thorough understanding of one another's workings. While Thailand holds the Free Trade Agreement and the free transit of people in high regard, it's imperative to recognize that our nation cannot enter into any agreement without the explicit consent of its people and meticulous deliberation. I propose pausing here to engage in further discussion at the cabinet level with France. I'm confident Defense Minister Sutin will also have valuable insights to contribute to your proposal.” With a warm smile, she concluded her statement, casting a meaningful glance toward Sutin to indicate his turn to speak.

"Indeed, Your Imperial Majesty, Thailand harbors no objections to entering into any agreement with France," Sutin smoothly interjected into the conversation. "Thailand acknowledges the technological prowess of the French nation, particularly in military engineering. We are well positioned to leverage our arms industry to support the production of any military designs for France. This is a topic of keen interest to me, and I look forward to delving deeper into it with Minister Moreau. I've heard about the FREMM general purpose frigate design and the capabilities of the Horizon-class. The MdCdA cruise missile presents an intriguing concept, and Thailand is eager to collaborate further with our respective research teams. I'm aware that Thailand recently encountered challenges with the sales of the Gepard-class frigate, and I assure you that effective measures have been implemented to prevent such incidents in the future. Additionally, I understand that France is currently accommodating three Naval Expeditionary Groups of the Republic Navy. Thailand expresses sincere gratitude for assisting us in implementing our strategic realignment. However, as Director-General Panthipha mentioned, I believe it would be beneficial to discuss these matters more extensively with both Minister Moreau and the French Cabinet."
