SITUATION REPORT




OVERVIEW

The Republic of Türkiye has authorized a covert intelligence operation in response to escalating security concerns connected to PKK-linked activity in Europe. The organization has been directed conduct a targeted intelligence mission in Paris to identify and break the PKK's growing Europe network. MİT intelligence personnel have been deployed to Paris to conduct a limited overseas intelligence mission focused on observation, assessment, reporting, and the protection of Turkish national interests.

Operation Just Cause is designed as a limited intelligence and security initiative focused on disruption of hostile networks, collection of information, and protection of Turkish national interests. MİT field personnel will operate alongside diplomatic security and intelligence coordination elements to identify threats, assess networks, and provide decision-makers with timely intelligence. The operation emphasizes intelligence collection, surveillance, and strategic disruption rather than conventional military action.

Recent intelligence assessments indicate that European-based PKK-linked networks have expanded their political, financial, and logistical presence across the continent. MİT analysts have identified the Kurdistan National Congress (KNK) as a key organization of interest due to suspected links with broader PKK-aligned structures operating throughout Europe.

Information gathered through intelligence channels, including debriefings of captured PKK personnel, has provided further insight into the organizational relationships supporting PKK activity outside Türkiye. Reports indicate that senior figures connected to the European network maintain influence over coordination, communications, and political outreach efforts. The Paris intelligence mission will focus on developing a comprehensive understanding of these networks, assessing potential security threats, and providing strategic intelligence to Turkish authorities for future diplomatic, legal, and security decisions.

Operation Parameters​


  1. Mission Planning
    • Objective Definition:
      Operation Just Cause will deploy MİT intelligence personnel to Paris to conduct an overseas intelligence mission focused on gathering information regarding PKK-linked European networks. The mission objective is to develop an intelligence picture of organizational relationships, political influence structures, and financial support networks.
      The operation will focus on identifying key figures connected to the European presence of PKK-linked organizations and assessing their influence within the broader network.
    • Area of Operations:
      Primary area of operations will be Paris, France, with intelligence reporting focused on relevant European-based networks and their connections.
  2. Pre-Mission Preparation
    • Personnel Assignment:
      Two MİT intelligence officers, operating under the codenames Kirkut and Hatay, will conduct the mission with support from eight MİT officers operating under diplomatic covers.
    • Cover Preparation:
      Personnel will operate under established identities for the duration of the mission, presenting themselves as Turkish citizens traveling for civilian purposes.
    • Travel Coordination:
      Personnel travel arrangements have been coordinated through commercial routes from Ankara to Paris with a connecting transit point in New York.
    • Command Coordination:
      Upon arrival, Kirkut and Hatay will establish contact with the MİT Paris Resident Chief, Selim Arslan, who will provide mission updates, intelligence priorities, and reporting requirements.
  3. Intelligence Collection Phase
    • Initial Contact:
      Kirkut and Hatay will establish communication with a confidential informant, Rewaz Ewrîn, who possesses knowledge of PKK-linked activity within European circles.
      The source will assist in providing contextual information regarding individuals connected to the Paris network.
    • Network Assessment:
      The mission will seek to understand organizational relationships and identify individuals associated with political, financial, and logistical activity.
    • Tasks:
      Hatay will focus on assessing financial structures and resource networks connected to the organization.
      Kirkut will focus on assessing political relationships, public-facing structures, and influence networks.
    • Secure Communications:
      A secure communications system will be provided through the Turkish diplomatic mission to support communication between MİT personnel and the designated liaison officer.
      Field reporting and mission updates will be transferred through protected channels to the liaison officer, who will coordinate onward communication with MİT headquarters in Ankara through established diplomatic communication systems.
    • Liaison Coordination:
      The liaison officer will act as the primary coordination point between field personnel and Ankara-based intelligence leadership, ensuring continuity of reporting, intelligence assessment, and administrative support throughout the operation.
    • Operational Procedures:
      All MİT operational procedures, security requirements, and internal protocols remain in effect throughout the mission period. Personnel will maintain communication discipline, intelligence handling standards, and reporting procedures as directed by mission leadership.
  4. Data Collection and Analysis
    • Information Review:
      Collected intelligence will be reviewed by MİT analysts to determine the credibility, relevance, and strategic importance of gathered information.
    • Reporting:
      Field reports will be compiled and transferred to MİT leadership for assessment. Reports will include intelligence summaries, observations, and updated threat evaluations.
  5. Post-Mission Procedures
    • Depature:
      Kirkut and Hatay will depart upon conclusion of penetration operations and return to Ankara for mission debrief.
    • Assessment:
